This means that the created positions on the IPPS are all filled. Run an Establishment Hierarchy Report to establish the quota against that position. When the quota on the Establishment Hierarchy Report is lower than that on the Approved Structure for the entity, write to Ministry of Public Service requesting for the update of the quota on the IPPS.
