Ministry of Public Service Strategic Plan 2015/2016 – 2019/2020
The achievement of Vision 2040 objectives requires a major shift in the way the Public Service
conducts business. Amidst a fast paced world, increasing and competing demands for services,
Government needs to do the extraordinary, be innovative and prioritise to effectively utilise the
available resources to provide critical services. The mandate of the Ministry is to provide
human resource policies, management systems and structures for an effective and efficient
public service that facilitates national development.
To effectively execute this mandate, the Ministry has developed a Strategic Plan to guide its
actions over the next five years, 2015/2016 to 2019/2020.The Strategic Plan sets the foundation
for creating the urgency for change and transformation of the public service by focusing on
people, systems and the client to provide efficient and effective services. It provides a
framework for streamlining and harmonizing the Ministry’s interventions within and across
service delivery sectors.
The development of this Strategic Plan would not have been possible without the support,
cooperation and contributions of other Ministries, Departments and Agencies of Government,
Development Partners, Civil Society Organizations and other relevant stakeholders in the
Public Sector. The Strategic Plan was developed in a consultative manner within and across
departments, guided by the need to build consensus and ownership.
Finally, I would like to draw attention to the necessary efforts to be given to the implementation
of the plan. The Ministry is committed to transforming the Public Service and promoting
service excellence that will facilitate Uganda’s growth and development. I therefore invite the
partners from the international community, civil society and private sector to participate in
building a public service that is committed to service excellence for Uganda’s benefit.
