Capacity Building Framework for the Uganda Public Service - 2020-21 to 2024-25
The Uganda Public Service has a significant role to play in translating into reality the Government’s
vision of “A transformed Ugandan Society from a Peasant to a Modern and Prosperous Country within 30 Years”.
The Uganda Public Service is crucial for successful implementation and delivery of the Vision 2040 and NDP-III programs and outcomes respectively. Through a variety of functions, such as policy, regulation, planning, resourcing, policy implementation, program management, service delivery, and monitoring and evaluation, the Uganda Public Service contributes to the socio-economic development and transformation of the Nation.
To be able to perform its tasks diligently, as well as deliver services to the citizens in an efficient and effective manner, the Uganda Public Service requires a range of capabilities and competencies - an enabling legal and institutional framework, adequate financial, physical, human, and technological resources, “fit-for-purpose” government institutions, and above all a competent, ethical, motivated, innovative and agile public service workforce.
The Uganda Public Service is however currently faced with a myriad of challenges. There is weak
performance, low accountability for results and unsatisfactory work ethic in the public sector that
undermine responsiveness to the needs of citizens and the private sector.
These issues in turn arise owing to various factors: weaknesses in policy formulation, regulation,
compliance, strategic planning, budgeting, implementation, program management, and monitoring and evaluation; duplication of mandates; weaknesses in coordination; inefficient government systems and processes; inadequate talent management across government; and lack of individual competencies and skills.
These challenges have proved to be obstacles to the effective delivery of services and thereby to the socio-economic progress of the Nation. To overcome these challenges, the Government of Uganda has prioritized the capacity building and transformation of the Uganda Public Service in the NDP-III.
In line with the capacity building and public sector transformation agenda of the Government of
Uganda, the Ministry of Public Service, has developed a Capacity Building Plan for the Uganda Public Service (UPSCBP). The UPSCBP provides effective strategies to transform the Uganda Public Service so that it is capable of delivering high quality, value for money services in partnership with the communities and the private sector.
Specifically, the UPSCBP has been developed to assist MDAs and LGs in identifying capacity
requirements and gaps, devising appropriate capacity building interventions, planning, resourcing,
managing, and monitoring and evaluation of these capacity building interventions.
It is envisaged that this UPSCBP will enable government to effectively manage people; and have
appropriate tools, programs, and initiatives available to assist employees, managers in MDAs and LGs to maximize the talent of their employees to meet organizational goals and ensure the provision of excellence in the public service.
I therefore call upon all stakeholders to support the implementation of the UPSCBP to enable
Government deliver services in a smarter, faster and cost effective manner.
