Background
Government has achieved remarkable results from the various initiatives which have been implemented under the Public Service Reform Programme (PSRP) aimed at improving governance in the Public Service. Critical to this programme is the introduction of an Integrated Personnel and Payroll System (IPPS)The quality of human resource management information system is a key determinant of gov-government effectiveness. The capacity to effectively manage the public service and track and account for employee costs enables Government to achieve its national objectives of modernization; improved transparency, accountability and service delivery.
About Integrated Personnel and Payroll System.
IPPS is an enterprise-wide integrated, computerized and efficient human resource management information system that will be used by Ministries, Departments, Agencies and Local Governments to undertake human resource management activities from recruitment to separation including payroll and pension processing. The IPPS is designed to make use of modern information and communication technologies to help the Government manage the Public Service human resource more efficiently and effectively.
The objectives of implementing the IPPS
- To meet the Government requirements for strengthened accountability and control by improving the management of the public service workforce and enhancing payroll and pension controls.
- To improve the quality of human resource information available to decision makers within the Public Service by implementing modern (world-class) systems that will support the information requirements of Government.
- To drive efficiency and consistency in payroll, HR processing, reporting and standardize pay and benefits business processes.
- To reduce duplication, paper flow and manual adjustments.
