Civil Service College launches the Leadership and Change Management Core Programmes.

The Second Deputy Prime Minister and Minister of Public Service Rt. Hon. Henry Muganwa Kajura has officially launched the Leadership and Change Management Core Programmes.The programmes are designed to shape the development of leadership and manage change in the Ugandan Public Service Sector.

The programmes were launched at the College premises in Jinja on 26 April 2012 also seeks to prepare public officers to move into leadership roles as a means of fostering quality service delivery, national development and transformation of Uganda. Hon. Kajura revealed that through implementation of the programme, the Ministry intends to create transformational leaders in the Public Service at all levels of the service delivery chain. “The programmes will bring on board those front-line public officers who deliver services responsible for improving the lives of our citizens.” Hon. Kajura said".

The permanent secretary of the ministry, Mr.Jimmy Lwamafa said the programme is mainly to develop efficient and results oriented public officers to lead at all levels in public service “We want to change the mindset of our public officers so that they treat our clients as customers as opposed to treating them as beneficiaries receiving a favour from Government.” Mr. Lwamafa said.

The programme is phase three of the Public Service Reform Programme launched in June 2007 aimed at ensuring that the public service has the leadership and Change management capacity needed to spearhead the transformation of the country through successful implementation of policies, plans and programmes. The minister urged all public servants to be vigilant in improving the quality of service delivered to Ugandans.
